[http://www.flickr.com/photos/32812331@N04] This is not a bait car it's a transit police vehicle advertising the bait car program. Not many car thieves unless they are REALLY crazy would steal a vehicle with "Bait Cars Are Everywhere" and "Transit Police" decals accross the doors.
